講演者の略歴はこちら講演:Hideki Noguchi, Chair - IALA e-Navigation Committee, Deputy Director, Administration and Planning Division, Maritime Traffic Department, Japan Coast Guard (海上保安庁)

Hideki NoguchiCDR Hideki Noguchi (JCG) is the Chair of the e-Navigation Committee, International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). From 2011 to 2013, he was the Coordinator of the IMO NAV Sub-Committee Correspondence Group on development of policy and new symbols for AIS Aids to Navigation (AIS AtoN) that is the latest AtoN using AIS technology including virtual AtoN.

e-navigation is IMO led concept for introducing digital world into the maritime world but its development has been slow while technology of navigational equipment and related facilities has been rapidly changed such as the emergence of virtual AtoN. Despite its slow movement, e-navigation has now reached the initial stage of implementation and IMO has worked on the prioritized e-navigation solutions.

However, when e-navigation takes the first step on its implementation, due to the rapid development of digital technology, another movement is emerged, autonomous or unmanned ship. At its 98th session in June 2017, IMO Maritime Safety Committee (MSC) agreed to start a new work item “a regulatory scoping exercise of Maritime Autonomous Surface Ship (MASS)”. There are already some MASSs operating for R&D or military purposes and these MASSs use numerous digital technologies such as ICT.
